About East Toowoomba Skin Cancer Clinic
Our Toowoomba skin cancer clinic is led by a team of experienced, fellowship-trained doctors who are dedicated to the early detection and treatment of skin cancer. Together, they bring decades of combined experience in skin cancer medicine to every patient who walks through our doors.
Dr David Bilbrough
Dr David Bilbrough studied medicine at the University of Queensland, graduating in 1984 with a Bachelor of Medicine and a Bachelor of Surgery.
He completed his residency training at Toowoomba Base Hospital before travelling to the United Kingdom in 1987, where he gained experience in general surgery, oncology and general medicine. He then returned to Toowoomba, working at the Base Hospital until 1990, and completed his General Practice training in 1993, earning his Fellowship of the Royal Australian College of General Practitioners the following year. Dr Bilbrough worked in a busy general medical practice in Toowoomba between 1989 and 2007, taking a year away in 1997 to work in the Oncology unit at the Royal Marsden Hospital, just outside London.
His interest in skin cancer developed after working in both general practice and oncology. He was awarded his Fellowship of the Skin Cancer College of Australia and New Zealand (now the Skin Cancer College Australasia) in 2012, and has worked in full-time skin cancer medicine since 2007 — first at Toowoomba Skin Cancer Clinic alongside Dr Peter Bourne, before establishing his own practice at East Toowoomba Skin Cancer Clinic in 2018.
Dr Tim Windle
Dr Tim Windle is a proud Toowoomba local, having completed his schooling nearby at Toowoomba Grammar School. He went on to study at the University of Queensland, completing Bachelor degrees in Arts and Science before graduating from medicine in 2010. After working with Queensland Health across a variety of fields, he returned to Toowoomba in 2017 to commence General Practice.
Dr Windle was awarded his Fellowship of the Royal Australian College of General Practitioners in 2020, after which he pursued extensive further training in the diagnosis and management of skin cancer. He is recognised as an Accredited Skin Cancer Doctor by the Skin Cancer College of Australasia, and holds the following additional qualifications:
- Advanced Certificate in Skin Cancer Medicine from the Australian College of Dermatologists
- Advanced Certificate of Dermoscopy (Skin Cancer College Australasia)
- Advanced Certificate of Skin Cancer Medicine and Surgery (Skin Cancer College Australasia)

Dr Stuart Parker
Dr Stuart Parker studied medicine at the University of Queensland, graduating in 2004. During his residency, he completed rotations in Plastic Surgery and Dermatology at the Princess Alexandra Hospital in Brisbane, where he first developed an interest in skin cancer medicine. He also trained in Anaesthetics before completing his Fellowship with the Royal Australian College of General Practitioners.
As a General Practitioner, Dr Parker has been involved in the diagnosis and management of skin cancer in Toowoomba since 2011, and has worked exclusively in the skin cancer field since 2018. He holds a Professional Diploma of Skin Cancer Surgery, along with certificates in Dermoscopy and Skin Cancer Medicine, and has a particular interest in the imaging and surveillance of skin lesions.
